Why do people get confused on what a rapper is?

People always so that Akon, T Pain etc are rappers. Thats definitely R&B. They are singing. I heard peole say Chris Brown is a rapper when he is R&B.
Why do people get that confused?

because these singers try to trick fans into thinking otherwise by going on raps songs and sometimes even rapping on them
