I think the best rapper as far as skill goes is definitely BY FAR Tech N9ne. The best rapper though, as far as lyrics and meaning, is ICP.

nas biggie and jay z - lyricists
lil wayne eminem etc. [ all the others on power 106 or whatever] - mainstream rap
