Hi Niki,
Any form of irregular heartbeat is known as an arrhythmia. There are various other names that are used such as heart murmur, palpitation, racing or pounding heart.
When the heart permanently beats too fast it is known as Tachycardia, and when it beats too slow it is known as Bradycardia.
Your sister has a combination so i would think it would be classed as an arrhythmia.
I’m guessing that this is happening more than just a little, as everyone suffers from these types of palpitations from time to time with lno harmful effects. Usually arrythmia are not indications of serious underlying problems, but in rare cases they can be, so if your sister continues to suffer from them it would be best to get her checked over by a physician.

I agree, Malcoms answer is very very good.
If you are looking for a specific disease or diagnosis name, Ventricular Tachycardia may be it.
It could be also, Long QT Syndrome, Extended Heartbeat Syndrome or Romano Ward Syndrome (all of those are generally the same thing) and with those, the fault lies in the ‘wiring’ of the heart.
