It is an older song, and I thought it was written by Nappy Roots, but it might be written by another rap group. The music video takes place in a city.

Only one I can think of is Nappy Roots featuring Anthony Hamilton- Po’ Folks

If it isn’t Nappy Roots, it might be Jay-Z feat. Anthony Hamilton - Heart of the City. I mean, I assume you’d probably know if it was Jay-Z because he has such a distinct voice, but hopefully this is correct.
