fruity loops is the easiest, so if you can’t do that, You need more practice.

Audacity is pretty nice, totally free.

There is also Acid Xpress, free, that is similar to a video editor, but designed for audio…I like it.

I agree with the previous posted that FL Studio is one of the easiest applications to make beats.

You could also try something like FXpansion GURU perhaps.

Audacity is not very suitable for creating beats, it’s a wave editor.
