Sony Acid Pro or Sound Forge. Both retail for $299 thru Sony. You can be a one-man (or woman) complete band with this software. No kidding. At first glance, looks like you need to be Mozart to understand it, but it comes with hundreds of pre-made loops, and every instrument under the sun to make your own loops from scratch. It works a lot like video editing programs with timelines onto which you drag and drop sounds and effects and control tempos, pitch, and everything else you want. No tinny midi sounds on drums, but actual studio-sounding beats. If you can afford it, it's the way to go.
