I want to record my vocals and add beats and instruments from a program to make my own music…best program?

I’m relatively new to this, but I’ve wanted to create music for a long time. Before I create a band, I want to try my hand at making some of my own music on my computer. However, I have a few questions.
Can I record vocals on a microphone hooked up to your computer? How? What programs let you do it (do music creation programs let you)?
Does "music creation" software include pre-recorded beats and instrument sounds? If so, what is the best one (most variety of beats/instruments, best quality of sound?)
Can I record into mp3 format from music creation software?
I can mix vocals and the beats/instruments/effects, right?
I plan to be using many different instruments and lots of beats/effects, what program would best suit my needs? A range of prices would be appreciated.

Our son very much likes a program called Sibelius. It’s not cheap, but educators get a discount–if you take a music class, see if your teacher will order it if you pay up-front.
Our son has recorded 2 CDs with modest sales (a niche market) using real instruments, vocals, and Sibelius’s instruments.
It does require that you know how to read and write in musical notation.
