Also, if you have the card "The Regulation of Tribe" it says that you have to sacrifice monsters on the field. Does it mean you could saccrifice your opponents monsters as well? Show proof please!

Regulation of tribe you must tribute your own monster, its card text says "tribute one monster from your side of the field". Also batteryman can be beat very easilly. Beat betteryman with this really good budget monarch deck utilizing macros cosmos and dimensional fissure.
