What is a good music program to use to make hip hop beats?

I want to make some hip hop beats but i cant use garage band because i use windows, if someone has a link to garage band for windws i would be happy forever, whichever person posts the link to the program i download will get best answer

    I’m on a budget and would like to get rap beats or hip hop beats instrumentals for as cheap as I can to drop a cd.

    Don’t want beats that I can get sued for using
    anyone got a clue where to look?
